There's no law requiring a current WOF to sell a car privately in New Zealand. As long as the sale is agreed "as is, where is" — the buyer accepts the car in its current state — it's legal. The only restriction is on driving: a car without a current WOF can't be driven on the road except to a repairer or inspection. Expired registration is no barrier either. You can transfer or dispose of a vehicle whether the rego is current, lapsed or on hold. If the car is being scrapped, there's no point relicensing it first.
